Hurt & Proffitt’s ownership is vested in six active principals:
Doyle B. Allen, L.S.
Chief Executive Officer
Mr. Allen has been with Hurt & Proffitt since its 1973 origins and serves as the firm’s chief executive officer.
He has over 30 years of professional surveying and site engineering experience. His expertise includes complete site engineering, topographic and boundary surveying, GPS, geodetic control, roadway design, route surveys, and construction stake out.
Mr. Allen holds both the 3(a) and 3(b) surveying licenses in Virginia. He maintains memberships in the Virginia Association of Mapping and Land Information Systems, the National Society of Professional Surveyors, American Congress on Surveying and Mapping, and the American Society of Civil Engineers.
Mr. Allen has served on the Campbell County (VA) Board of Zoning Appeals. He also is a member and past president (1995-96) of the Virginia Association of Surveyors. In 1997, Virginia Governor George Allen appointed him to a four-year term on the state Board of Architects, Professional Engineers, Land Surveyors and Landscape Architects.

Wiley V. 'Bif' Johnson, P.E.
Chief Operations Officer
Mr. Johnson joined the firm in 1987. His specific engineering expertise includes municipal water systems (surface and groundwater source), stormwater management, sanitary sewer systems, on-site sanitary sewer systems, site planning, subdivision layouts. He is also very familiar with Virginia Community Development Block Grant projects for municipal infrastructure and housing improvements.
Mr. Johnson received his B.S. in civil engineering from Virginia Tech in 1989. He is a registered professional engineer in Virginia. He is a member of the Virginia Society of Professional Engineers, the National Society of Professional Engineers, the Virginia Society of Civil Engineers, the American Society of Civil Engineers, and the Virginia Rural Water Association.

Earl H. Dickerson, Jr., P.E.
President
Mr. Dickerson is the president of Hurt & Proffitt. He joined the firm in 1973, the year of its founding.
He has 25 years of professional experience, which includes site planning, road design, stormwater management, erosion and sediment control, solid waste disposal systems, sewage and waste treatment collection systems, water treatment and distribution systems, parking structures, and park and recreational facility design.
Mr. Dickerson has served on the Lynchburg (VA) Board of Adjustments and Appeals. He holds memberships in the Virginia Society of Professional Engineers and the American Society of Civil Engineers. Mr. Dickerson received his B.S. in civil engineering from Virginia Tech in 1975. He is a registered professional engineer in Virginia.

Richard J. Sterne
Secretary/Treasurer
Mr. Sterne has over 25 years of professional management experience. He is Hurt & Proffitt’s general administrator, managing its finances, human resources, and planning.
His past experience includes serving as corporate accountant or comptroller for other large firms, and his areas of expertise include accounting, budgeting, administrative oversight, personnel management, and cash management.
He has been a member of the Bedford County (VA) Planning Commission since 1996. Mr. Sterne received his B.A. in business administration from Lynchburg College in 1967.

Patrick C. Proffitt, P.E.
Vice President - Land Development
Mr. Proffitt has over 15 years of diversified experience in stormwater management, airport design, water and wastewater design, site development, and drainage system design. He is proficient in hydrologic and hydraulic modeling using HEC-1, HEC-2, and SWMM applications.
Mr. Proffitt received his B.S. in civil engineering from the University of North Carolina at Charlotte in 1995. He is a registered professional engineer in North Carolina and Virginia.

W. Page Cockrell, L.S.
General Manager - Norfolk Office
Mr. Cockrell is the general manager of Hurt & Proffitt’s Norfolk office. He has more than 20 years of professional surveying and project management experience.
Mr. Cockrell was president of the Virginia Association of Surveyors in 1992 and has served as the Virginia governor to the National Society of Professional Surveyors for the past six years. He also is active in the Council on Information Management, the American Congress on Surveying and Mapping, and the Virginia Association for Mapping and Land Information Systems. Mr. Cockrell was appointed by Gov. George Allen in 1997 to a five-year term to the Virginia Geographic Information Network Advisory Board.
Mr. Cockrell is a registered professional land surveyor in Virginia and North Carolina, and he is a registered property line surveyor in Maryland.
