Prince Edward County Business Park

Hurt & Proffitt is working on the development of four industrial pad sites at the Prince Edward County Business Park. We designed the grading plans, erosion and sediment control plans necessary for the County to issue land disturbing permits for the construction work.

Hurt & Proffitt also prepared the bidding documents and assisted the County IDA with all phases of the bidding process. The bids were received and the low bidder was approximately 50% of the preliminary estimate for the construction work. We have continued to oversee the project during the construction process.

The new pad sites consist of two 5 acre pads, one 8 acre pad and one 12 acre pad site. We supervised all the environmental permitting for the project. This included dealing with VA Department of Environmental Quality and the US Army Corps of Engineers.

New London Business and Technology Park

Hurt & Proffitt prepared the preliminary engineering report for the development of the new 515± acre New London Business Park. Our master plan included a conceptual layout plan, recommendations on the site’s development, the utility infrastructure, and the connection to U.S. Route 460. The site grading and proposed utility extensions were designed according to plans and specifications prepared by Hurt & Proffitt. We also completed construction documents for a water main extension, a 1.0 million gallon elevated tank, and Phase I roadway construction.

Hurt & Proffitt provided preliminary engineering study for site development, surveying (topo, boundary, ALTA, construction), site planning and grading, utility infrastructure, geotechnical investigations and design of roadway connection of the park to Route 460. Environmental phase 1 site assessment, environmental permitting, master planning, infrastructure (road, water, sanitary sewer, storm sewer) design, platting, wetland delineation, mitigation plan, and funding applications were performed.

Dearing Ford Business & Manufacturing Center

Hurt & Proffitt prepared the master plan for the development of the new 17-acre business and manufacturing park for Campbell County. Our plan included the site’s development with lot size and location, the utility infrastructure, and roadway design.

Hurt & Proffitt was awarded the project for the final design. The site grading and utility extensions were designed according to plans and specifications prepared in the master plan. We completed the construction documents for a water main extension, and roadway construction.

Center for Advanced Engineering Research (CAER) Facility – LEED

Hurt & Proffitt is the civil engineering firm involved in the construction of the Center for Advanced Engineering and Research (CAER) that will be located in the New London Business and Technology Center in Bedford County. The 30,000 SF building at the CAER facility is a Region 2000 initiative to develop an industry-focused regional research and development center that drives the development of innovative products and processes by providing local access to university and federal research and inventions. It will be designed to Leadership in Energy and Environmental Design (LEED) standards for New Construction certification.

The CAER facility is made possible in part due to a $7.6M award from the Virginia Tobacco Indemnification and Community Revitalization Commission. It targets the growth industries specific to the region and puts university innovations into action through practical implementation in industry.  The goal is to increase the competitiveness for core, high wage industries and improve the long-term prospects of existing industrial employers by creating a knowledge-based research hub for the region.

Hurt & Proffitt has worked closely with the design team and the Bedford Economic Development Authority to develop the CAER facility site within the overall park development. Our firm has also worked on the master planning phase of the New London Business and Technology Center leading up to this project.

Amelon Commerce Center

Hurt & Proffitt has been involved in every aspect of the development of the Amelon Commerce Center.  The Center was a part of a county wide study that Hurt & Proffitt performed to determine where future industrial development should occur in the county.  The property was acquired in two separate transactions.  A bulk grading, pad development, and shell building project was completed in Phase I.  Phase II extended the main entrance road, public water, public sanitary sewer (including pump station), and a regional stormwater management facility.  Phase III lengthened East Progress Lane to a lot that was being developed for a new industry that was locating into the county.

Hurt & Proffitt provided environmental site assessment, environmental permitting, master planning, infrastructure (road, water, sanitary sewer, storm sewer) design, platting, wetland delineation, mitigation plan, and funding applications for the Center.
